How many things are there in the world that you use alot but wish you didn't have to pay for. I think ownership in City centres of certain goods in pointless. Access is a far better solution.
I reckon it would be wise for a firm to leave cheap push bikes all over the city. The trick being that all the bikes wheels are locked by magnets. You know the same ones on Sainsbury's trolleys. The only way to access the bike is to purchase a "key" from said firm that enables you to switch off the magnets clamping the wheel, wouldn't be too difficult to work out. The magnets and electronics needed could be powered by the energy from a giro on the back wheel of the bike.
The trick to this being that each time you unlock a bike your credit on your key is reduced and you can buy a freedom pass. It could be just expensive enough to cover the cost of the bikes and the maintenance or have a direct debit scheme.
If the bike breaks you send a text message "as to the location" and someone comes to pick it. The bikes could be Tracked by GPS. you could text your post code to a locator number(google maps) and the nearest bike will be texted back, which you can open up and ride. The tyres wont puncture because they are solid state or foam.
Just an idea But it could work
